I’m using this to force the scroll bar:

Don’t use

body,html{ overflow-y:scroll;}

You can just reset body’s overflow-y to “hidden” or “initial” to avoid the double-scrollbars:

html {
    overflow-y: scroll;
    overflow-x: hidden; /* I do NOT want hz scroll */
}
body {
    overflow-y: initial; /* avoid the double scroll */
}
