iCloud downloading documents all the time

We are still investigating the issue at the moment. Could you check the amount of free storage of both the iPad device (Settings app > General > iPad Storage) and your iCloud account (Settings app > your Apple ID > iCloud)? Is "Offload Unused Apps" enabled in Setings app > General > iPad Storage?
