Using schedule module. Better than apscheduler. By Dan Bader.

import schedule
import time

def job():
    print("I'm working...")

schedule.every(10).minutes.do(job)
schedule.every().hour.do(job)
schedule.every().day.at("10:30").do(job)
schedule.every().monday.do(job)
schedule.every().wednesday.at("13:15").do(job)

while True:
    schedule.run_pending()
   time.sleep(1)
import csv
# reading
with open("input.csv", "rt") as f:
    reader = csv.reader(f)
    for row in reader:
        print row
 # writing
 with open("output.csv", "rt") as f:
     writer = csv.writer(f)
     writer.writerow( ('RowHead 1', 'RowHead 2', 'RowHead 3') )
     for i in range(10):
        writer.writerow( ("text1", "text2", "text3"), options... )
